 Early life

Perez was born on September 6 1964 in the Bushwick neighborhood in Brooklyn, New York City, to Lydia Perez and Ismael Serrano, a merchant marine seaman. [3][4][5] Perez's mother Lydia Fontanez y Reyes was born in Humacao (Puerto Rico) on the 13th of October 1939. Her father came born in Aguadilla in Puerto Rico. Her mother was married to a man 20 years her senior, Arturo Perez. After an affair with Serrano Perez, her mother had already had five children. Perez was born at the now closed Greenpoint Hospital located in Brooklyn's Greenpoint neighborhood.

Perez is one of ten children borne by her mother. Rosie and her siblings grew up in Bushwick while their mother was in and out of jail. While in prison her mother gave birth to her eldest daughter. She was fostered by an aunt and later, along with her siblings, passed through foster homes and group homes. She was often kept apart from her brothers. She was put in a group foster home, and she lived in foster care New York until she reached age eight. After the age of twelve the girl was considered legal as a ward in New York. Her mother and aunt often visited her, and her father was unsuccessful in his attempts to take custody of her at one point.
